OK, that's the right address. Can you right click on the link and select
the "Save Link Target As..." option (at least that's what Netscape calls
it). This should allow you to download the file.

The Internet2 web server did have some problems a couple of weeks ago. I
just downloaded the latest version (3.0.23) so your DNS server may have a
cached IP address for the server. Can you get to any page? If not, you
need to kick your DNS server to clear the cached address.
I can get to every page. The binary download links just get redirected to
"Page Not Found". From what I can see it's the same DNS name for
everything: e2epi.internet2.edu, which my DNS says is 207.75.164.30.
