I found the problem. I am downloading with Safari on a Mac. It 
misinterprets the URLs.

http://e2epi.internet2.edu/ndt/ndt-built-3.0.23.tar.gz

instead of

http://e2epi.internet2.edu/ndt/download/ndt-built-3.0.23.tar.gz
